93 RETRENCHED. BUT THAT'S NOT THE WHOLE STORY.

Last week, GovTech made headlines - 93 officers retrenched. Singapore's government tech agency. First large-scale public-sector retrenchment since the late 2000s. 

The reactions were immediate. Shock. Anxiety. The usual spiral of "if it's happening there, it can happen anywhere." And they are not wrong about that last part. But most people stopped reading at the headline. And the headline is only a third of the story. 

Here's what actually happened.

Of the 300 roles affected in phase 1:

  • 102 officers were retained in their existing roles. 
  • 110 will be retrained into new roles through apprenticeships. 
  • 36 were laid off immediately.

 

 Read that again.

And the severance for the 36 who did leave? Above the Tripartite Advisory guidance - one month's pay per year of service, capped at 25 years, plus a three-month ex-gratia payment, negotiated further by the union.

So what does this actually tell you about your own situation? Not to panic. But also not to be complacent. Those are two very different things.

 

Here are three questions worth asking yourself honestly, right now:

1. Is your role defined by what you deliver, or by how the organisation works?

Project-delivery roles - where your value is tied to completing specific outputs - are more vulnerable to model shifts than roles anchored to ongoing ownership and judgment. If your job description reads like a task list, that's worth noticing.

 

2. If your organisation restructured tomorrow, would you be a retrain or a replace? 

The 110 officers being moved into apprenticeships weren't chosen at random. They were people the organisation decided were worth investing in. That decision is usually based on relationships, visibility, and track record - not just tenure. When did you last make sure the right people knew what you were capable of?

 

3. Do you know what your redeployment options actually are? 

Most professionals have no idea what adjacent roles exist within their own organisation - let alone outside it. Spend 20 minutes this week mapping the roles one level across from yours. Not to job-search. Just to know. That map is the difference between a reactive scramble and a considered move.

GovTech's story is not a horror story. It's a case study in what a well-managed restructuring looks like and a reminder that the professionals who land well on the other side of change are rarely the ones who were most surprised by it.

The ones who landed in the "retrain" column rather than the "replace" column? They had something in common. They were visible. They were connected. They had a track record people could point to  and a story they could tell about where they were headed.

That is not luck. That is a job search muscle, kept warm even when you don't need it.
